Mr. Elías received his law degree from the Universidad Nacional Autonoma de Mexico and is a doctoral candidate at the Universidad Panamericana. He was admitted to practice in 1989 and has 26 years of experience as a practicing attorney. His practice focuses on customs and international trade, commercial and corporate law, corporate compliance (anticorruption) and government affairs. Mr. Elías has experience in various sectors and industries, including the maquiladora, the pharma and life sciences, automotive, consumer products and information technology sectors, among others.

He advises companies on cross-border matters relating to corporate, commercial, trade, customs and anticorruption issues. He represents companies in matters pertaining to preferential trade agreements, duty relief programs, customs compliance, government affairs, tariff classification, customs valuation, rules of origin and non-tariff regulations, among others.

Mr. Elías has been recognized by Chambers & Partners – Latin America and Legal500 as a Leading Lawyer in the International Trade practice area in Mexico, as well as a Foreign Law Expert by Chambers & Partners Global.

Mr. Elías joined CCN in September of 2015. Previously, he was a partner at aa Global 20 international law firm from 1992 to 2014, where he headed the firm’s international trade and customs practice area.

Mr. Elias obtained his Mexican customs broker license in 1995 and is authorized to operate as a licensed customs broker throughout Mexico.

He has served as a professor of law and ethics at the Universidad Nacional Autónoma de México (UNAM), the Instituto Tecnológico Autónomo de México (ITAM), the Universidad Autónoma de Ciudad Juárez (UACJ), the Instituto Tecnológico y de Estudios Superiores de Monterrey (ITESM) – Campus Guadalajara and at the Universidad Panamericana School of Law (Graduate and Postgraduate) at its campuses in Aguascalientes, Mexico City and Guadalajara.

Mr. Elías is a regular speaker and panelist on international trade, customs and foreign investment seminars organized by prominent organizations such as the World Customs Organization (WCO), the World Trade Organization (WTO), the International Fiscal Association (IFA), the American Management Association, the Instituto Mexicano de Ejecutivos en Finanzas, A.C. (IMEF), the Canadian Chamber of Commerce, the American Chamber of Commerce, the Confederación de Asociaciones de Agentes Aduanales de la República Mexicana (CAAAREM), the Barra Mexicana, Colegio de Abogados (Mexican Bar Association), the Consejo Nacional de la Industria Maquiladora de Exportación (INDEX), among others.

He co-authored the NAFTA Handbook (CCH), the Customs Law chapter of the ”Mexican Tax Guide” (CCH) and has written various published articles, essays and papers.

Mr. Elías is a member of the Barra Mexicana Colegio de Abogados, A.C., the U.S.-Mexico Bar Association, the Academia Internacional de Derecho Aduanero and the Mexican National Association of Customs Brokers (CAAAREM)

He is fluent in Spanish (native) and English.
