Simplified Requirements for the Temporary Importation of Sugar under Mexico’s IMMEX Program

On April 5, 2024 the “Decree publishing the requirements to temporarily import goods included in Annex II of the Decree for the Promotion of the Manufacturing, Maquiladora and Export Services Industry” (the “Decree”) was published in the Official Journal of the Federation, which entered into force on April 8, 2024, and will remain valid through August 31, 2024.

This Decree was created to promote sugar imports due to the decrease in sugar production, which has had a direct impact on the sugary beverage, bakery and confectionery industries, which is reflected in the increase in prices of these products to the final consumer.

The above-mentioned Decree establishes the requirements to temporarily import sugar under the Program for the Promotion of the Manufacturing, Maquiladora and Export Services Industry (“IMMEX”), which will simplify numerous filing obligations, in addition to reducing the corresponding cost for compliance.

The requirements are the following: a) to have a valid IMMEX Program, and b) to have made temporary imports of sugar in the last 18 months prior to filing the application.
